Main purpose
Be the focal person for biomedical and cold chain equipment for MSF in Guinea Bissau. Know and understand the (technical details of the) equipment, ensure it is correctly used and functioning well. Ensure good follow-up of the activities of the project Biomedical and Cold Chain Focal Point and coordinate the biomedical and cold chain equipment across the mission and with HQ for support, maintenance or repair.
Accountabilities
Asset Management:
· Must know the all biomedical and cold chain devices present on the project(s). Understands the technical documentation, operating principle and use of each piece of biomedical and cold chain equipment on the project/mission.
· Coordinate between projects for equipment/support exchange to help ensure that as few items are out of service on the mission at any given time.
· Organizes and participates in installation and replacement of biomedical or cold chain equipment.
· Identifies any issues or problems in any of the locations the equipment is used. Reports these to the supervisor and proposes solutions.(Training of staff on a device, operating procedures ...)
· Takes the lead in organizing user training where required.
· Maintains the equipment files securely and ensures they are up-to-date; identification cards, maintenance forms, intervention requests, repair forms, guarantee certificates, etc…
· Arranges for packing, shipment and contact with service providers or after sales service to the MSF supply center for the repair of equipment that cannot be done locally.
· Follow the different maintenance contracts, proposes renewal before they expire.
Maintenance:
· Create the maintenance schedule for the equipment park and ensure it is followed.
· Carry out preventive and curative maintenance works according to protocols/manuals.
· Record and file records of all maintenance (preventive and curative).The date of intervention, replaced parts, problems and solutions should be included.
· Ensure good care of equipment by the medical teams, and ensure that cleaning and simple maintenance is properly carried out.
· Report equipment failures identified by users. Make a first diagnosis and repair proposal to the supervisor.
· Create and regularly update the preventive maintenance schedule according to the advice of the support documentation, the manufacturer’s recommendations or the Biomedical and Cold Chain Referent.
Stock Management:
· Manage inventory of spare parts and back-up equipment at mission level.
· Manages inventory of spare parts and avoid stock rupture by making regular and timely proposals for orders to his superior for the projects.
· In collaboration with pharmacy stock manager, ensures adequate stock of consumables for biomedical devices.
· Check and advise on international orders for consumables and spare parts.
· Coordinates and organise repair returns and keep track of the arrival of orders, request information in case of delay and / or emergency.
Delegation and support:
· Work in partnership with the project Biomedical and Cold Chain Technician(s).
· Responsible for regular training to health workers, to ensure proper use and logs hospital, for regular maintenance of biomed equipment.
Requirements
Education
·Diploma as Biomedical technician preferred
·Diploma in mechanical or electrical engineering
o Demonstrable technical skills and understanding
Experience
·Experience as a biomedical technician preferred, (Minimum 2 years experience).
·Experience in a technical field. (Minimum 2 years experience).
·Pedagogical skills are an asset

·Annual gross salary divided into 12 monthly payments + secondary benefits based on MSF OCBA Reward Policy.
