International Consultant to Deliver a Train-The-Trainers Course in Strategy Planning and Change Management

Start and end dates: 13 March to 05 April 2017

Background:

As part of its mandated support to the Security Sector Reform process and the strengthening of national capacities, UNIOGBIS has been supporting national policing and internal security, criminal justice and defense institutions in fostering skills and competencies to absorb international assistance and undertake strategic change management initiatives within security and defense institutions. National counterparts have been seeking UNIOGBIS support in promoting an environment conducive to the planning and management of change in the Security Sector and Rule of Law.

Objectives:

The main objectives are to foster national ownership by assisting the implementation by national institutions of change management initiatives, including benefits management, stakeholder’s strategy, facilitation, change readiness and project management, in order to help SSR and RoL institutions better perform and coordinate the absorption of international aid to implement core programmes for stability. At least seventeen (17) previously identified senior national staff of criminal justice and defense institutions will complete their knowledge on practical tools and techniques to support governance of change initiatives for the successful and sustainable implementation of priority programmes aimed at stabilizing and consolidating peace in Guinea-Bissau. This course will also provide a comprehensive look at the role and functions of a trainer and a supervisor. This initiative will lead to a most needed improved absorption capacity, coordination and cooperation among national SSR and RoL actors, to enable progress in the peacebuilding process.

Consultant’s Responsibilities:

The consultant must submit a technical proposal, to be accomplished on a non-extendable time frame, indicating the cost estimates of the work to be performed. The financial proposal should include all costs related to the work contract.

The consultant should organize and deliver a Train-the-Trainers course to at least seventeen (17) national staff on matters covering Strategy Planning and Change Management subjects tailor-made to SSR and Rule of Law institutions.

Education:

Higher studies (university degree or equivalent) followed by practice in subjects related to Project Management, Strategy Planning and Change Management in SSR and Rule of Law areas in fragile states.

Experience:

The consultant must have at least five years of relevant work experience in Project Management and related fields, in a context relevant to Guinea-Bissau and the mandated peacebuilding process. Significant experience in SSR and Rule of Law matters is required.

Language:

English and French are the working languages of the United Nations. Portuguese is the official language of Guinea-Bissau. For this position, fluency in oral and written Portuguese and English or French is required. Knowledge of another UN working language is an advantage.
